The Defense Line was first put forward to the National Parliament in 2789 as a joint proposal from the Conservative Party and the Nationalist Party. However, it only began to gain actual support in 2790, when a Conservative-Nationalist coalition was elected, and by 2791 the bill to create the Defense Line was passed and construction began, with the line finished in early 2792, complete with VacTrain tunnels, resupplying posts, space vessel stations, regiment headquarter outposts, and other useful military infrastructure-related things.

In response the People's Assembly immediately approved a proposal to build a rival defense line, the Koktel Offensive-Defensive Line, under the Koktel Offensive-Defensive Plan, which detailed VacTrain tunnels to the Flannan Isles (specifically the space vessel centre that was there), Douglas, Castletown, Inverness, Aberdeen, the Orkney Islands, the Shetland Islands, and the Faroe Islands. The plan also detailed for fifteen VacTrain tunnels running side-to-side along the length of the Koktel Offensive-Defensive Line to transport troops and equipment easily.
